Thick plastic - feels solid when you pick it up, not flimsy at all. Size is spot on, the full 23 inches as advertised (heard horror stories about people getting tiny versions sent instead... dodged that bullet thankfully). We filled ours with play sand through the hole on the bottom. Windy area where we live so this was non-negotiable. There's also this weird little hole under the tail — no idea why it's there — but a bit of tape sorted it right out. Paint job holding up nicely so far. She stands proud on our porch. The best part for me is the flowers — they’ve got wire in them, so you can bend and stand them up, which makes the outfit look way more lively. The hat is adorable too. I do kinda wish the arms had wire also, just so they held their shape better, but still, really cute and well made.
